Around town, you might have seen dumpsters with bars over the top. These installations are by the city to stop bears from accessing the garbage bags inside the dumpsters.
The bar must be lowered to open the dumpster and raised back up and then secured with the carabiner (aka clip) attached after it is opened and trash is placed inside.
